Selectmen Minutes

October 6, 2020

Present:  Fred Woodhouse, Diane Callahan, Gary Backstrom

Call to order by Fred Woodhouse at 5:50 pm.

Carl Newton:

  • Repaired sand pit door.

  • Repaired Dustin Krook's landing, Mr. Krook has agreed to pay $100.00.

  • Spoke to Dave Buxton regarding the timber cut on Swamp Road.  Mr. Buxton plans to file an intent to cut once he has spoken to Mr. DiSalvo.

  • Salt and sand are in for the winter.

  • JDK will be patching areas of Temple Road.

  • The culvert on Greenleaf Road has been taken care of.

  • Asked if the Board is going to pursue a building permit from Mr. Groesbeck regarding the trailers in the setback area that were supposed to be temporary.

Rhonda Zoch and Guy Benjamin, the new owners of 86 Temple Road, came in to file an intent to construct.  They had started a building not knowing that they were required to obtain a permit.  A completed intent to construct application was submitted.  Carl Newton, Site Inspector, stated there is no problem with the location of the building and there is no need for a site inspection.

John Pickering of Nashua Road first stated he would like to thank the Board members for their contributions and dedication to the town.  Mr. Pickering informed the Board that he has been back in town for 6 or 7 weeks and heard the tree trimming out on Nashua Road.  Mr. Pickering said that he had an arborist work on his property who looked at the work done on the side of the road and informed him those trees are going to die.  Mr. Pickering had the arborist trim the trees in an effort to save them.  Mr. Pickering asked how the decision was made to trim and how the process is determined.  The Board will need to look into this as it is in the Road Agent's venue.  Mr. Pickering requested feedback and will be at the next Board meeting.

Mitch Call:

  • Bill Joyner and Mr. Call have been looking into noise ordinances.  Mr. Call has had conversations with Cordell Johnson of the NHMA Legal Department.  Mr. Johnson informed Mr. Call that the Planning Board can only be involved in noise restrictions in certain instances.  

Motion to approve the 9/15/2020 minutes (Woodhouse/Backstrom).  All in favor, motion carried.

The Board signed the form requesting property inventory forms from the State of NH.

Motion to approve reduce the request for transfer of funds from the Highway Repair Fund to $50,000.00 (Woodhouse/Backstrom).  All in favor, motion carried.

Ms. Callahan:

  • Attended the ZOOM meeting for the Conval Selectmen's Advisory Committee.  The meeting discussed the money "laid out" for COVID expenses.  There was discussion about the changes to FEMA requirements that made these expenses invalid for reimbursement.
